Universal
Whistles LLC supplies superior basketball officials.
We are not a referee organization. All refs (including myself) are
currently certified through various referee organizations (PBOA, SBOA,
EBOA). Most refs also officiate youth and adult basketball leagues
in addition to high school association games. We are more than just
officials, we are craftsmen.
My
name is Wil Antoine; I am the scheduler/referee. I have been the
director, scheduler, and part owner of Peaceful & Recreational
Athletics for the last 7 years. I am currently a member of Portland
Basketball Officials Association (PBOA). I have recently stepped
down as director and sold back my interest in Peaceful & Recreational
Athletics in order to create Universal Whistles LLC.
During
my time at P & R Athletics and PBOA I have built many great
relationships and have found/molded many great officials. Universal
Whistles LLC (UW) officials care about every aspect of the game.

Knowledge-
80% of UW officials come from a basketball background, either
as a coach, trainer, or college player. I (Wil) played at Linfield
and have coached middle-school and high-school boys and girls
basketball. |

Respect-
We respect players', coaches', and the fans' opinions. All calls
made by an official are interpretation, an opinion of what we
(refs) think we saw. Hopefully we are right most of the time,
but no one is perfect. We are as respectful as possible, even
in times of disagreement. |

Experience-
UW refs have put the time in. My newer officials have at least
3yrs and over 500 games experience. Most of my veteran officials
have over 5yrs experience with 2000+ games under their belts. |

Control-
Experience breeds confidence, confidence delivers control. Control
is key to a great game/experience. Many organizations don’t
understand the necessity of stopping players from complaining
or demanding spectators to reframe from coaching, refereeing,
criticizing, or expressing their unsolicited opinions. A good
ref recognizes it and may let it continue for a while, but can
put an end to problems if unruly participants won't behave appropriately.
Once that’s eliminated, players will just play and fans
will just watch. At the end of the game, everyone will have
had an enjoyable experience. In my opinion that should be the
#1 goal in recreational sports. |

Caring-
This differentiates UW officials from all other refereeing companies.
I (Wil) have put in the time to know what makes each ref care.
For some it’s respect, for others it’s money; but
for the majority, it’s about the personal friendships
we share. It makes it easier for my refs to go the extra mile
for the company and therefore go the extra mile for both the
players and the fans. |
Prices may vary depending on distance, game format, length of game, stop time vs running time, and skill level. However, most of the games will fit under the following fee schedule:
• (Two) 20-22-minute running time halves - $50 youth/$53 adults per game for two officials.
• (Two) 23-25-minute running time halves - $55 youth/$58 adults per game for two officials.
• (Two) 16-minute stop time halves - $57 youth/$62 adults per game for two officials.
• (Four) 7or 8-minute stop time quarters - $60 youth, $65 for High School through adult levels per game for two officials.
